The GEF-funded project aimed to demonstrate innovative ways of conserving biodiversity in three pilot hotspots and build capacity of civil society organizations. The project was executed by the Critical Ecosystem Partnership Fund and aimed to replicate its successes in 9 additional hotspots. Cynosure was commissioned to conduct a Terminal Evaluation of the project's performance, design, implementation and achievement of objectives. The evaluation was carried out through a consultative approach and used a combination of qualitative and quantitative data sources. Field visits to project sites in Brazil, Cambodia, and Kenya were included in the evaluation process.

The Universal Energy Facility is a multi-donor Results Based Financing facility aimed at providing electricity access to sub-Saharan Africa. It provides grants to eligible organizations to develop and operate systems and provide verified electricity connections. The main objective of the program is to achieve universal energy access by 2030 in line with SE for ALL plan. The evaluation of the first wave of the UEF program was to assess the first year of operation and generate learnings for improvement. The evaluation scope included the launch and implementation of Wave 1 in Sierra Leone, Madagascar, and Benin, the application process, and the contracting phase, and was conducted using a mix of primary and secondary data collection.
